In that case, I'll put to you an analogy: suppose it were a person you were contemplating, instead of an Eevee. Determining its future and ultimate destiny before it had a chance to explore its own strengths and interests seems somewhat unfair, doesn't it?
Of course, most of mine have been reasonably strong-willed about the evolutions they wanted, so it may be that my basis of experience is somewhat biased.
